GCC does not distinguish between IATA/non-IATA because the large GSA's have numerous departments (general counter, corporate, leisure, dedicated airline counters) and multiple branches, thus generating large market share. IATA is implementing new rules forcing non GSA's to become IATA agents and eliminting SSA's (Sales Support Intermediaries), which they were designated as through BSP. If an agency participates in BSP, they can issue tickets with an additional bank guarantee to individual airlines as requested. There is no paper ticket stock unless through a GSA.
